Description:

Shiomi Academy, an elite high school, boasts a student body of 50,000 and is home to the Shiomi Daitoshokan (Great Library). It also has a famous urban legend: a mysterious figure called "The Shepherd," who appears before hard working students to grant them a wish. Kyotarou Kakei is a second year of Shiomi Academy, and loves to read more than anything else. Other than when he's in class, his nose is pretty much always in a book in the Daitoshokan. His dream is to spread his love of reading through the Library Club. One morning Kyotarou gets a strange email from 'The Shepherd' which tells him that something is going to happen to him which will change his fate. This triggers a sense of foreboding within him that causes him to rush back to the train platform and save another student, Tsugumi Shirasaki, from getting killed by a derailment. After a string of misunderstandings though, Kyotarou finds himself with three new members joining his library club while also becoming involved with Tsugumi's "Happy Project." The questions remain though; what is Tsugumi's "Happy Project"? Who is this mysterious Shepherd who keeps sending them emails? The school year is about to get a whole lot more interesting for Kyotarou and his new friends.

Kazuma Hoshino is preparing himself for a new stage of his life as a teenager. Because of his brother Ayumu’s weaker than average health, their parents thought it best for the family to move out from the city to a more rural environment. Now the two brothers are off to the Yorozuyo Inn where they’ll be staying until their parents can settle affairs back in the city and set up their new home. Their arrival to the inn doesn’t go as planned though when they catch the wrong bus, wind up in the middle of nowhere, Ayumu gets his hat stolen by a wild monkey, and Kazuma gets lost in the woods trying to track the animal down. It all leads to a chance encounter with a spirited young girl named Ui, who Kazuma ends up accidentally falling onto and kissing while she tries leading him back to the bus stop. This hardly sits well with Ui’s friend Ibuki who swiftly kicks Kazuma and sends him on his way. Much to Kazuma’s continued horror, his bad luck is perpetuated at the inn thanks to its landlady Senka and her slightly perverted sense of humor, and then finding out that two of his classmates are the girls he embarrassed himself in front of back in the woods!Hoshizora e Kakaru Hashi finds Kazuma adapting to his new school, dealing with the multiple women who have entered his life, providing emotional support for his younger brother, and coping with living with his new landlady. However, for some reason, something about this place is bringing whispers of the past into Kazuma's mind. Small flashes back to a more innocent time and a friendship long forgotten. What could this déjà vu mean?

The story centers around Akihisa Yoshii, the "baka" of the title. His academy rigidly divides up the student body into classes based on the results of tests. The prodigies are in the A class with reclining seats complete with air conditioning, but Akihisa is in F class, the lowest rung of the school ladder which is furnished only with low, decrepit tables and worn-out straw tatami mats. A girl named Mizuki Himeji is actually one of the smartest girls in Akihisa's sophomore year, but she had a fever on test day and was pigeonholed into the F class. Besides Mizuki (who Akihisa secretly adores), the F class also has Yuuji Sakamoto, the class president who has been Akihisa's friend and partner-in-crime since the freshman year. The school happens to have developed experiments to summon fantasy creatures, and Akihisa decides to rally F class to take on the higher-tiered classes and seize their perks. The F class uses the summoned creatures in an all-out battle for school supremacy.
